SME Investment Call - Business Development Line

The “Investments – Business Development Line” Measure's main objective is to consolidate the growth and competitiveness of Lombardy SMEs through the provision of financing and grants that can facilitate investment projects.

In this regard, 2 areas of intervention have been identified:
  • Area 1
    Business development in Lombardy: aimed at SMEs and MidCaps with an operational headquarters located in Lombardy where the investment is intended to be carried out
     
  • Area 2
    Business development in areas eligible for regional aid: aimed at SMEs and MidCaps with an operational headquarters located in the zones referred to in art. 107.3.c of the TFEU where the investment is intended to be carried out

Who can benefit from the SME investment call?

SMEs and MidCaps possessing the following requirements may apply:
a) be regularly incorporated and registered in the Business Register with at least two filed financial statements
b) have an operational headquarters in Lombardy at the date of application submission
c) fall within the classification from 1 to 10 according to the Credit Scoring methodology


Excluded from the Incentive:
- companies with primary or prevalent Istat Ateco 2007 code section A (agriculture, forestry and fishing), with the exception of those registered in the Register of agromechanical companies
- companies with primary or prevalent Istat Ateco 2007 code section A (agriculture, forestry and fishing), with the exception of those registered in the Register of agromechanical companies
- large retail structures (with a surface area exceeding 1,500 sqm in municipalities with a resident population of less than 10,000 inhabitants and 2,500 sqm in municipalities with a resident population of more than 10,000 inhabitants)
- companies active in the sector of manufacture, processing and marketing of tobacco and tobacco products
- companies in difficulty
- insolvent companies

Eligible projects

The following Projects are eligible for the Incentive:
1. aimed at modernization and production expansion;
2. with a minimum amount of Euro 100,000.00 and a maximum eligible amount of Euro 3,000,000.00;
3. “for SMEs opting for the aid regimes under art. 14 or art. 17 of the GBER Regulation” in tangible and/or intangible assets, to install a new plant, expand an existing plant, diversify the production of a plant through new additional products or radically transform the overall production process of an existing plant
4. carried out solely at an operational headquarters in Lombardy* Projects must be completed within 15 months from the date of publication of the grant award decree

Eligible expenses:
a) purchase and installation of machinery, production plants, equipment, hardware and furniture, necessary to achieve the project goals;
b) purchase of software and user licenses; costs for cloud and saas software services for a period not exceeding 12 months of service, eligible only for the de minimis regime and art. 14 of the GBER;
c) acquisition of trademarks, patents and production licenses;
d) masonry work, reclamation work and plant systems if directly related and functional to the installation of the assets referred to in item a) within the limit of 20% of that expenditure item.

The following criteria apply to the expenses mentioned above:
- they must be attributable to the Lombard operational headquarters
- they must be incurred (invoice and receipt) after the date of application submission.
Down payments before this date are not permitted

Not eligible:
- expenses for land purchase
- expenses for rent of land, buildings and real estate
- expenses incurred through leasing
- expenses for the purchase of used goods
- expenses for internal personnel
- expenses for notary acts, registrations
- expenses for consumables
- transport expenses


Characteristics of the incentive

The Incentive provided by the Call consists of:
  • a free regional Guarantee on a medium-long term Loan, granted by the financing entities and aimed at obtaining the financial resources necessary for the investment, with the following characteristics: minimum duration of 3 years and a maximum of 6 years with - maximum grace period of 2 years - up to a maximum amount of Euro 2,850,000.00
  • a non-repayable Grant (up to a maximum of 15% for Area 1 and 30% for Area 2).
The Grant is determined as a percentage of the total eligible expenses depending on the aid regime applied, while the Loan assisted by the Guarantee is aimed at financing the portion not covered by the Grant, up to full 100% coverage of the eligible investment. In any case, the sum of the Loan and the Grant cannot exceed 3 million Euros.

The application for participation in the call, accompanied by the Financing resolution from a financing entity, can be submitted exclusively online on the Bandi online platform at www.bandi.regione.lombardia.it starting from 10:30 AM on June 13, 2023.
